The Section 8 (Housing Choice Voucher)
The Section 8 (Housing Choice Voucher) Program is a federally funded, locally administered rental assistance program for assisting very low-income families, the elderly, and the disabled to afford decent, safe, and sanitary housing in the private market.
A family that is issued a housing voucher is responsible for finding a suitable housing unit of the family's choice where the owner agrees to rent under the program. This unit may include the family's present residence. Rental units must meet minimum standards of health and safety, as determined by the Public Housing Authority (PHA).
A housing subsidy is paid to the landlord directly by the PHA on behalf of the participating family. The family then pays the difference between the actual rent charged by the landlord and the amount subsidized by the program. Under certain circumstances, if authorized by the PHA, a family may use its voucher to purchase a modest home.
NECAC also offers the Family Self Sufficiency program and the Homeownership program to current participants of the Section 8 program. The Family Self Sufficiency program is designed to help families live without assistance. The Homeownership program provides eligible individuals and families the opportunity to purchase their own home.
NECAC's online application allows you to apply for housing programs with open waiting lists. Before you begin the application, you must have the names, dates of birth, and Social Security Numbers available for all household members. You should also know the amount of income for each household member. Additional information is required for the St Charles County Wait List (See below). All information is securely stored and will only be used to add your name to our waiting lists. Both waiting lists give preference to applicants who “live and/or work” in the listed area and for “Elderly/Disabled”. You will be required to show proof of your preferences when you come to your eligibility meeting. Failure to have proof will result in the removal of the preference and you will be placed back on the list.
LCPHA Agency includes Lewis, Lincoln, Macon, Marion (excludes City of Hannibal), Monroe, Montgomery, Pike, Ralls, Randolph, Shelby, Warren, Cities of Vandalia and Farber. Status: Closed
St. Charles County HAP Agency: Includes St. Charles County (excludes City of St. Charles) “ALL” household members 17 and older on the St Charles County Wait List are required to pass a background check. A name-based check is performed first. Any name-based checks that receive an adverse hit will be required to submit to finger-printing. You will be notified in writing, with instructions, if finger-printing is necessary. The finger-printing is done at no cost to you.
To apply – go to the Apply Online button below to fill out your application. Once you have applied to the St. Charles County Waiting List, you will receive your “Application Confirmation Number”. Please write down your number (or print or save the page), you will need this number in order to complete the “Authorization”. You will need the following information available for all household members 17 and older.

- Social Security Number
- Date of Birth
- City and State of Birth
- Height and Weight
- Driver’s License Number and Issuing State (Mark N/A if no license)

If you do not have all the information, you may gather it and enter the authorization information on the www.necac.org website by selecting the authorization button below.
