Established in 1965, North East Community Action Corporation (NECAC) has been managing and delivering an abundance of social service, community health and public housing programs to the low-income, elderly, youth, handicapped and disadvantaged through contracts and grants with federal, state and local governments, other not-for-profit agencies and private businesses.

NECAC Agency Synopsis

The North East Community Action Corporation (NECAC) is one of 19 not-for-profit Community Action Agencies in Missouri and more than 1,000 across the United States.

For almost 50 years, NECAC has been managing and delivering an abundance of social service, community health and public housing programs to the low-income, elderly, youth, disabled and disadvantaged through contracts and grants with federal, state and local governments, other not-for-profit agencies and private businesses.

With 12 counties in its service area, NECAC is the largest of the 19 Missouri agencies in geographical territory. NECAC has maintained a strong presence among government agencies, social service organizations, local civic groups and businesses in all 12 counties.

NECAC’s diversified service area covers the nine rural counties of Lewis, Macon, Marion, Monroe, Montgomery, Pike, Ralls, Randolph and Shelby, and the three metropolitan counties of Lincoln, St. Charles and Warren. Programs are delivered to clients through NECAC County Service Centers, which are located in each county.

NECAC is governed by a 36-member Board of Directors consisting of one Public Elected Official (PEO), one Civic Interest Representative (CIR) and one elected Low-Income Representative (LIR) from each county. This structure assures fair and equal community-based representation, decision-making and accountability.

Since 1985, the agency has grown in operations from a $2.5 million budget to its current budget of more than $26 million, and has jumped from being the 16th to the largest of the 19 Missouri Community Action Agencies in total operational dollars. During this time, employee benefits and working conditions have improved. An improved health insurance program, higher competitive salaries and a 401(k) retirement plan have resulted in a high rate of employee longevity, stability and professionalism. NECAC has 110 full-time and more than 200 part-time employees.

The agency maintains a highly-sophisticated computer network with a full-time MIS Director. The entire 12-county operation is connected to the MIS system. The MIS Department works closely with the Finance Department to assure effective control and accountability for all funds and other assets.

NECAC operates more than 60 different programs through 30 different funding sources, serving thousands of families and individuals each year.

For almost five decades, NECAC has maintained efficient and effective administrative management controls, establishing the agency a solid reputation for clean and proper financial audits and monitoring reports from all funding sources.
